This request for proposals procedure is not a tender, and its implementation is not governed by Articles 447-449 of the first part of the Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1065, Part 2, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
An open request for proposals with a closed submission form (price offers are hidden) The customer has the right to carry out the 2nd stage (rebidding) in the event of an unsatisfactory result in the first stage. Not more than 30% of the participants offering the best prices will be allowed to participate in rebidding.
The Customer also has the right to refuse to conduct a request for prices at any stage, without incurring any liability to the Participants.
The winner of the procedure will be the proposal of the applicant who proposed, by decision of the Tender Committee, the best conditions in accordance with the requirements and criteria of the procedure.
Contracting organizations are required to fill out a qualification form in the form of Spetstransmonolit-Center LLC, to provide all the necessary documents.
Bid evaluation criteria:
1. The cost of the offer.
2. Terms of work.
3. Company reputation. Operational background.
4. Compliance of the subject of procurement with the requirements of Spectransmonolith-Center LLC in terms of quality.
5. Consent to the standard form of the contract of Spetstransmonolit-Center LLC.
The list of documents required for submission is mandatory (see attachment), including the Qualification Questionnaire of the participant in the form of Spetstransmonolit-Center LLC (See attachment).
