In the case of lack of technical capaсity of the Participant to submit proposals through e-commerce marketplace, the Organizer has the right to accept an offer from such participant sent to the e-mail address: USMS-DE2@mechel.ru, by downloading this proposal to the site through the system, under the following conditions: The participant must be registered in the system; proposals must be submitted by e-mail no later than 6 hours before the time specified in the Notice of the end time for submitting proposals with mandatory notification of the responsible person by the phone. The scope of documents shall include a formal application letter to the organizer of the purchase with a request to post an electronic version of his proposal and waiver of any claims related to the fact that the Offer will be placed in the System not by the Participant himself. Please note that this request is not a notice of tender or public tender and is not regulated by Art. 447-449 Part 1 of the Civil Code, Art.1057-1061 Part 2 of the Civil Code.
