This procedure for Calling for Bidding of goods (works, services) for the needs of the ROC is not a competitive bidding process in the sense of their civil qualification in accordance with Articles 447-449.1 of the Civil Code of the Russian Federation (hereinafter referred to as the Civil Code of the Russian Federation), and therefore the requirements of these norms of the Civil Code of the Russian Federation do not apply to the Call for Bidding procedure. The Customer reserves the right to accept or reject any bid, as well as to terminate the Call for Bidding process and refuse all bids at any time prior to the conclusion of the contract. At the same time, the Customer will not be liable to Call for Bid Bidders who have submitted bids, and will also not be obliged to notify the reasons for such a decision. The Call for Bidding Bidder who submitted the bid shall bear all costs related to the preparation and submission of his bid, the Customer shall not be liable and shall not be liable for these costs, regardless of the nature of the Call for Bidding or the results of the review and evaluation of Bidders' bids.

Обоснование: На основании пп. 1 пункта 9.6.1 Положения о закупочной деятельности ОКР открытый тендер признан несостоявшимся – по окончании срока подачи заявок на участие в закупке (22.04.2024 г., 15:00 ч.) подана только одна заявка.
Тендерной комиссией, в соответствии с абзацем вторым пункта 9.6.2 Положения о закупочной деятельности ОКР, принято решение – рекомендовать Генеральному директору ОКР заключить договор с единственным участником закупки – ООО "НА ВОЛНЕ", заявка которого признана Тендерной комиссией соответствующей единым требованиям и тендерной документации.
