VimpelCom PJSC invites organizations to take part in the formation of a preliminary list of counterparties for participation in procurement activities for the selection of contractors for the provision of documentation services for antenna mast structures (AMS) and for land plots for AMC on the territory of the Russian Federation for 2021-2023.
Comments: VimpelCom PJSC invites organizations to take part in the formation of a preliminary list of counterparties for participation in procurement activities for the selection of contractors for the provision of documentation services for antenna mast structures (AMS) and for land plots for AMS on the territory of the Russian Federation for 2021-2022.
Geography of work execution: the entire territory of the Russian Federation.
The subject of the procurement measure is the registration of design, initial permits and title documents for land plots for the placement of PJSC VimpelCom facilities in the Russian Federation, in accordance with the list (but not limited to):
- Registration of rights to a land plot for the construction and subsequent operation of AMS and power transmission lines, incl. (according to a separate order of the Customer) collection and preparation of a complete set of documents for registration of rights to a land plot;
- Registration of ownership of AMC (for AMC that require registration as real estate), incl. obtaining an extract from the Unified State Register of Real Estate (USRN), confirming the Customer's ownership of the AMC.

The entire scope of work is planned to be divided into lots by service region. To form a breakdown into lots at this stage, we ask you to fill in Appendix No. 2 of the request "Preliminary request for Geography", where you need to choose in which region you are ready to carry out work on paperwork for AMS and land). Information on the breakdown into lots will be sent to the bidders at the next stage of the tender.
To participate in procurement activities for a tender for registration of property rights to the Land and AMC, the following completed documents must be sent to Tender_fomenko@beeline.ru by 18.00 Moscow time on May 25, 2021:
1. Fill out the documents for participation Appendix 1. by submitting in PDF format (scanned with signature) and the original file;
2. Complete Appendix 3. Financial analysis by submitting in Excel and PDF format (scanned with signature);
4. Fill in the file "Geography", indicating the regions for which your organization is ready to perform work (in Excel format).
You must also provide the following documents:
• The current edition of the charter with the current amendments;
• Power of attorney or other document authorizing this or that person to sign documents on behalf of the organization;
• Certificate of registration with the tax authority;
• Certificate of making an entry in the Unified State Register of Legal Entities;
• Balance sheet (for 2019 and 2020, at least 2 quarters) or other documents characterizing the financial and economic activities of the organization, please provide for the closed periods of the current year, as well as a report at the end of previous periods (for a maximum of 3 years);
• Profit and loss statement for the last two reporting years.
The procurement event is planned to be carried out in several stages:
1. stage - Formation of a preliminary list of participants,
2. stage - Qualification selection (verification of participants for compliance with qualification requirements based on the documentation received).
3. stage - Commercial stage in the format of an electronic auction at the VimpelCom site with qualified participants.
Sending qualification requirements to the participants and the start of the second stage is tentatively - 06/12/2021.
Electronic copies of documents must meet the following conditions:
• the participant must ensure that each scanned document is easy to read;
• each scanned document must be saved in a separate file, while the document containing one page is saved in a separate file, and the document containing several pages and attachments must also be grouped into one file, for example: The charter must be scanned not in separate pages, but in one file (PDF file in black and white format);
• each document should have a name (abbreviated) corresponding to its content.
The package of documents must be sent to the email address Tender_fomenko@beeline.ru no later than May 25, 2021 (the subject of the letter should indicate "Name of the participant / Tender registration of ownership of the Land and AMC"). The total size of the letter should not exceed 10 MB (if necessary, you can send several letters or several volumes of the same archive). The name of each file should indicate its content.
