This request for proposals procedure is not a competition and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose an appropriate amount of civil obligations on the customer. Applicants who have submitted an offer late and/or in violation of the procedures of the tender organizing company, and/or who do not meet the selected evaluation criteria may be excluded from the bidding procedure.
