This request for proposals procedure is not a tender and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public competition and is not regulated by Articles 1057-1065 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose the corresponding amount of civil law obligations on the customer. Applicants who submitted the proposal not in time and/or in violation of the procedures of the tender organizer company, and/or do not meet the selected evaluation criteria may be excluded from the bidding procedure.
