Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

The submitted technical and commercial proposal should consist of two parts – technical (Appendix 7 technical) and commercial (Appendix 7 commercial), certified by the signature of the supervisor with the seal impression. The list and composition of the works must be indicated in the technical part and it is not allowed to indicate any information related to the commercial part (total cost, unit rates, payment terms, etc.). The technical and commercial proposal must strictly correspond to the data indicated on the electronic platform. If the data in the attached Technical and Commercial Proposal and the completed electronic form on the site do not match, the electronic form takes precedence. In case of non-compliance with the above requirements, the Technical and Commercial Proposal will be rejected. It is also necessary to fill out and attach Appendices 2-5 and consider the standard form of the contract (Appendix 8).

In case of providing false information, a potential service provider may be suspended from participating in the Call for Bidding, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such an Agreement may be terminated.
