Evaluation reports carried out by Evaluation Companies must meet the requirements:
• Federal Law "On Appraisal Activity in the Russian Federation" dated 29.07.1998 No. 135-FZ;
• federal assessment standards №№ 1, 2, 3, 7, 8, 9, 10, 12 and others;
• requirements of self-regulatory organizations in which Appraisers are members;
as well as other federal laws and standards, including international standards.
Requirements for participants:
Appraisal companies must comply with all the requirements imposed by the current legislation (Federal Law No. 135-FZ of 29.07.1998 (as amended on 02.07.2021) "On Appraisal Activities in the Russian Federation":
- be registered in accordance with the procedure established by law as a legal entity.
- be a member of a self-regulating organization of appraisers
- have a civil liability insurance policy in accordance with the requirements of the Federal Law "On Appraisal Activities in the Russian Federation";
- to have at least two appraisers in the staff of the Appraisal company (legal entity) (for whom this organization is the main place of work) who have:
• a document of education confirming the acquisition of professional knowledge in the field of evaluation activities in accordance with educational programs: higher professional education, additional professional education or professional retraining programs;
• Civil liability insurance policy in accordance with the requirements of the Federal Law "On Appraisal Activities in the Russian Federation";
• membership in one of the self-regulating organizations of appraisers included in the unified State register of self-regulating organizations of appraisers;
• qualification certificate in the field of appraisal activity in the field of appraisal activity "Valuation of real estate", "Valuation of movable property", "Business valuation"
