The priority is to choose a supplier at the lowest price, delivery time and maximum deferred payment with the conclusion of a contract according to the standard form of the Buyer.
The contract is accepted only in the Buyer's version without protocols of disagreements.
It is necessary to upload a commercial offer, as well as a reference list confirming the competence of the supplier.
For the convenience of making a quotation, it is necessary to attach the KP in electronic form, as well as its scan with a signature and seal. After the end of the auction, 60 minutes will be provided for updating the documentation.
Uploading a commercial offer is mandatory. If there is a valid contract between our organizations, the attachment of statutory documents is not necessary. For suppliers with whom the contract has not been concluded, a sub-package of statutory documents is desirable.
It is recommended to upload electronically to the lot and it is mandatory to send quality certificates, passports of manufacturers for the offered products together with the goods.
Please note that this request is not a type of tender/auction/public offer and does not fall under the regulation of Articles 447-449 of Part One of the Civil Code of the Russian Federation. When conducting a request for prices /offers, an invitation to participate together with the documentation on request is an invitation to suppliers to make offers to the Organizer of the procurement procedure; an application for participation in the request is an offer of a potential Participant in the request for prices/offers. At the same time, the Organizer has no obligation to conclude a contract based on its results.

The procedure for conducting the request for proposals procedure in the B2B-CENTER system is defined by the Regulations of the B2B-CENTER system and posted on the official website.
Section 8 of the Regulations provides that the request for proposals is not a tender and the requirements of Articles 447-449 of the Civil Code of the Russian Federation do not apply to it.
The organizer of the request for proposals has the right both to choose the winner of the procedure and to complete it by rejecting all incoming proposals.
The organizer of the request for proposals determines the winner of the request for proposals based on a set of criteria. The lowest offered price, when conducting a request for proposals, does not mean an unambiguous victory in the procedure.
Additionally, we inform you of a number of reasons for rejecting applications:
- The presence of information about the Participant in the register of unscrupulous suppliers.
- Failure to submit a commercial offer in the application.
