This request for proposals procedure is not a tender, and its implementation is not regulated by Articles 447-449 of Part 1 of the Civil Code of the Russian Federation. This request for proposals procedure is also not a public tender and is not governed by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this procedure for requesting prices does not impose on the Customer the corresponding volume of civil obligations.

Open request for proposals with a closed submission form (price offers are hidden) The customer has the right to conduct stage 2 (rebidding) in case of an unsatisfactory result at the first stage. NO MORE THAN 30% OF BIDDERS WITH THE BEST PRICES FROM THE TOTAL NUMBER OF PARTICIPANTS will be allowed before rebidding.

The customer also has the right to refuse to conduct a request for prices at any of the stages, without incurring any financial responsibility to the Participants.

The winner of the procedure will be recognized the proposal of the applicant who has proposed, by the decision of the Tender Committee, the best conditions in accordance with the requirements and criteria of the procedure.

Contractors are required to fill out a qualification questionnaire in the form of OOO Spetstransmonolit-Center, provide all the necessary documents.

Criteria for evaluating and selecting an offer:
1. Offer value.
2. Conditions for the performance of work.
3. The reputation of the company. Work experience.
4. Compliance of the subject of the procurement with the quality requirements of "Spetstransmonolit-Center" LLC.
5. Consent to the standard form of the contract of OOO Spetstransmonolit-Center.

The list of documents required for submission is required (see attachment), including the Participant's Qualification Questionnaire in the form of OOO "Spetstransmonolit-Center" (See attachment).
