Comments:
Provide a mandatory package of constituent documents, which is reflected in the "Invitation to Tender" file, and submit a commercial offer on letterhead, in accordance with the requirements. A supplier that does not submit data as requested will not be allowed to participate in the summing up procedure. This request for proposals procedure is not a tender and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public competition and is not regulated by Articles 1057-1065 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose the corresponding amount of civil law obligations on the customer. Procurement procedures are not regulated by the provisions of Federal Law No. 223-FZ dated July 18, 2011 "On Procurement of Goods, Works, Services by Certain Types of Legal Entities", as well as by the provisions of the Federal Act of April 5, 2013 No. N 44-FZ "On the contract system in the procurement of goods, works, services to ensure state and municipal needs". Applicants who submitted the proposal not in time and/or in violation of the procedures of the tender organizer company, and/or do not meet the selected evaluation criteria may be excluded from the bidding procedure. When bidding through an electronic trading platform, offers are not accepted by other means.
