Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Dear Bidders!
Mandatory conditions for the CONTRACTUAL counterparty:
1 Contacts of the responsible person of the Supplier (full name, phone number, e-mail)
2 Completed Bidder card
3 The validity period of the Commercial Proposal is not less than 30 calendar days from the date of the end of acceptance of bids
4 Prices at the conclusion of the contract must be fixed for a period of at least two years.
5 Warranty - according to the Requirements Specification
6 Consent of the Contractual Counterparty to sign the contract without protocols of disagreement within one month after the announcement of the results of the tender with the date of commencement of work from the moment of signing.
7 The buyer has the right to reduce/increase unilaterally the number of service facilities due to opening/closing/redesign/change of formats and standards/expansion by 30% (both in the direction of increase and decrease). At the same time, the remaining terms of delivery, including the terms of price and deferred payment, remain unchanged.
8 Agreement with the Customer's condition on the possible transfer to outsourcing services of only the printing service with a copy-by-copy payment.


Other requirements:
Mandatory provision of an information letter with consent to sign the attached contract without acts of disagreement within one month from the date of the announcement of the winner.

The Call for Bidding Bidder may repeatedly improve their price offers until the bid submission deadline.

Affiliated (related) persons cannot participate in the procurement procedure at the same time. Otherwise is considered as a restriction of competition and is the basis for the withdrawal from participation in the procurement procedure of all affiliated Bidders
