Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Comments:
After the end of the acceptance of bids for stage 1, the Bidders' documents are submitted to the Initiator for consideration.
Based on the results of the review of documents, the Initiator of the Call for Bidding can meet in person/ conduct an on-line interview with representatives of companies, or select Bidders for stage 2 based on the results of familiarization with their documents.
At the second stage, Bidders will be asked to complete a Test Task to calculate the Commercial Offer.
Framework agreements will be concluded with the Bidders whose miscalculation will be approved by the Initiator.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
