Comments:
1. This request for a commercial proposal is sent in accordance with the Tender Regulations of the Tender Organizer as part of the procedure for requesting commercial proposals, which (as well as conducted tender) is not an offer, auction or tender and its conduct is not regulated by Article 447-449 of the Civil Code of the Russian Federation, nor is it a public tender and is not regulated by Article 1057-1065 of the Civil Code of the Russian Federation.
2. The quotation must fully comply with the requirements/criteria set out in the terms of reference for delivery.
3. Without providing all the documents specified in the Request (or if they are unacceptable), the organization will not be admitted to the tender.
4. Replacement of equipment is possible only if agreed with the Customer before the deadline for accepting applications.
5. The algorithm of actions in case of reasonable doubts about the fairness of the tender:
