Participants in this procedure MUST attach the Applicant Questionnaire and the documents according to the questionnaire at the time of opening the envelopes at the same time as submitting the proposal and file in the form of a scanned copy of its offer signed by an authorized person and certified with the seal of the organization participating in the procedure. If a participant fails or improperly complies with this requirement, the Procedure Organizer reserves the right not to consider that participant's proposal.
