The tender Department organizes the qualifying selection of applicants, among the companies that submitted bids for participation in the tender, and provided completed qualifying forms.
Applications for participation in the tender, completed qualification questionnaires submitted later than the deadline, are not accepted for consideration.

The finalists of the qualifying selection, upon its completion, receive the full package of tender documentation, and provide commercial proposals by the deadline to be announced to the finalists.
Commercial proposals submitted after the deadline are not accepted for consideration.

Composition of the commercial proposal for participation in the tender:
• Commercial offer on the customer's form;
• Certificate of a major transaction;

All documents must be submitted strictly on the established forms and filled in full. Applications submitted in violation of this requirement will not be accepted for consideration at the TC meeting.

The form of the commercial offer and working drawings are issued to the finalists after completion of the qualifying selection.

Conduction of the tender is not a bargaining (contest, auction) in the sense of the Civil Code of the Russian Federation. The selection of applicants may be conducted for informational and marketing purposes and does not entail the obligation of LLC "Glavstroy-SPB" to conclude a contract (agreements) with the winner and reimburse the expenses of the applicant.
