Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Ranking of bids

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

Stages of the procedure:
stage 1 until 06.05. receipt of Questionnaires of participants.
Stage 2 until 13.05 verification of participants for reliability.
Stage 3 - only companies that have been approved at stage 2 participate. Visit to the site in Yaroslavl.
Stage 4 - submission of commercial proposals in two formats according to the form established by the Customer with filling in all the necessary cells: *.xls, *.pdf (on official letterhead with the seal and signature of the head).


Information about the timing of stages 3, 4 will be sent upon completion of stages 1,2.

1) The participant must be a user registered in the Trade and Procurement system "B2B-Cordiant" on the website http://www.b2b-cordiant.ru in accordance with the established procedure and having the rights of a Participant in the System.
2) All prices in the offer must include all taxes and other mandatory payments, as well as a reduction factor.
3) This request for proposals (prices) is not an offer (public offer) of the organizer. The organizer has the right to refuse to carry out the purchase at any time from the date of its announcement, including after the deadline for accepting applications.
4) If the contractor participates in the auction, it means that he agrees, in case of announcement of his winner, to conclude a contract in the standard form of JSC "Cordiant" without a protocol of disagreement and to provide services on the terms specified in the procurement announcement.
5) The list of tender documentation is specified in the Application (attached)
6) The winner is selected on the basis of a criteria-based evaluation of proposals.
7) If the winner refuses to deliver for any reason, the customer has the right to conclude a contract with the second priority participant (according to the criteria assessment).
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
