• to refuse at any time to continue carrying out this Procurement procedure, to change the terms of its conduct, not to respond to proposals received and not to give comments, as well as to refuse to conclude a contract with a Supplier whose offer is recognized as the best according to the results of the Procurement procedure. At the same time, any costs associated with participation in the Procurement procedure are borne by the Supplier independently, these costs are not reimbursed under any circumstances by the CC LLC "TMS Group".
