Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Comments:
The participant must have:
- the presence of net profit for the previous reporting year, professional qualifications, and also have positive experience in the market for performing work for at least 3 years;
- the necessary financial, material and labor resources to fulfill the obligations under the contract.
The participant must be registered as a legal entity at least 3 years before the date of the selection, be solvent, and also have no unfulfilled obligations to pay taxes and established payments.
An organization cannot be a participant:
- whose property has been seized;
- whose economic activity is suspended;
- in the process of liquidation;
- being in bankruptcy proceedings or being in such a procedure for the previous 3 years.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
