Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Comments:
1) The Bidder must be a user registered in the B2B-Cordiant Trade and Procurement System on the website http://www.b2b-cordiant.ru in accordance with the established procedure and having the rights of a Bidder of the System.
2) All prices in the offer must include all taxes and other mandatory payments, as well as a reduction factor.
3) This request for proposals (prices) is not an offer (public offer) of the organizer. The Organizer has the right to refuse to conduct a Call for Bidding at any time from the date of its announcement, including after the deadline for accepting bids.
4) If the contractor participates in the competitive bidding process, it means that if it is declared the winner, it agrees to conclude a contract in the standard form of JSC "Cordiant" without a protocol of disagreement and provide services on the terms specified in the Call for Bidding announcement.
5) The list of tender documentation is specified in the Bid (attached)
6) The choice of the winner is made on the basis of a criterion assessment of proposals.
7) If the winner refuses to deliver for any reason, the customer has the right to conclude an agreement with the second priority Bidder (according to the criteria assessment).
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
