Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Dear suppliers, we draw your attention to the fact that you can repeatedly improve your offers until the deadline for submitting applications.

Each participant must attach the following documents to their application:
• Appendix No. 4 – Counterparty card in Excel format.
• Appendix No. 3 – Participant's questionnaire in Excel format
• Appendix No. 6 – issued and signed on a letterhead with a seal.
• Confirmation of membership in the NP "Market Council".
• Confirmation of the existence of an agreement on joining the EPR system.
• Confirmation of the status of an active subject of the wholesale market with an indication of the objects involved in the calculations for the RE.


This procedure is a request for proposals, is not an auction or a tender, does not fall under the prohibition of Articles 447-449 of the Civil Code of the Russian Federation and does not entail legal obligations for the customer to choose a supplier.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
