Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Mandatory conditions for spacecraft:
Payment terms - obligatory postponement of 60 cal.days from the moment of delivery / provision of services
Price fixing without reference to the volume of purchases
Attach to the application for participation detailed specifications and specifications (IMPORTANT! Without TTX proposal is not considered)
Spacecraft readiness to provide the proposed equipment for a test within one week (if not previously provided)

Other requirements and explanations:
IMPORTANT! In case the supplier wins in the 1 and 2 lots with a pinpad already installed in the ADM, lot number 3 will not be considered for purchase.
IMPORTANT! Equipment that is successfully tested at the customer’s site is allowed for purchase.
In parallel with the competition, testing of devices is being conducted, therefore, when choosing a winner, all offers that are actually tested will be taken into account (at the time of the decision)
When submitting a proposal, be sure to attach detailed technical specifications (IMPORTANT! Without TTX, the offer is not considered)
Delivery will be carried out in batches of 1-2 orders per month throughout 2019
