Comments: RUSAL Achinsk JSC is considering the possibility of supplying an accumulator tank for RUSAL Achinsk JSC in 2020 (hereinafter referred to as the "Product"), in connection with which, by this notice, I am informing you of an open tender procedure to determine the most advantageous offers of potential suppliers (hereinafter - Selection).
The volume of purchased Goods for 2020 is indicated in Appendix No. 1.
Technical specifications are indicated in Appendix No. 2.
If you agree to take part in the selection, I ask you to place your offer on E-B2B, Lot No. 1437828.
Your offer should include the following information:
1. Name and main characteristics of the goods proposed for delivery;
2. The commercial part, namely the price in rubles without VAT, (indicating the VAT rate). The price of the goods includes the cost of packaging, packaging, labeling, loading and unloading, delivery of the goods to the buyer's warehouse in Achinsk.

7. The provision of a passport (certificate) for each product is a mandatory requirement.
If your company offers to deliver goods manufactured in accordance with the technical specifications, the technical specifications are required to determine the suitability of the goods for use at RUSAL Achinsk JSC.
The deadline for the submission of a commercial proposal is until 17:00 Moscow time on February 11, 2020.
Preferred payment terms - payment with a deferred payment of 60 days upon delivery or payment with the company's own bills (sample of the bill in Appendix No. 3):
- upon presentation, but not earlier than after 60 days - the rate of 6.00% per annum;
- upon presentation, but not earlier than after 90 days - a rate of 6.50% per annum;
For a bill of exchange whose face value exceeds 5 million rubles. and the payment term is not earlier than 90 days - the rate of 7.00% per annum.
Place of transfer of a bill on account of mutual settlements: The bill center of RUSAL;
Place of repayment / early accounting of bills: The bill center of RUSAL.
The discount for early accounting is 9.00% per annum.
The rate is valid as of 01.01.2020. and may vary due to market conditions.
In case of disagreement, the Participant must indicate the proposed payment terms.
The provision of a passport / quality certificate for the Goods is a prerequisite.
Please, note! You have the right to provide other information and documents confirming your positive business reputation, experience and stable financial position.
Each Supplier, subject to compliance with the stated requirements, has the opportunity to participate in the selection during the entire period of the selection.
We draw your attention to the fact that a commercial proposal submitted by you within the framework of this selection of suppliers must be executed in the form of an offer in accordance with Articles 435 and 436 of the Civil Code of the Russian Federation (hereinafter referred to as the Civil Code of the Russian Federation) with a deadline for acceptance within 25 days from the date its receipt. This offer can not be withdrawn by you within the specified period established for its acceptance. There is no fee for an irrevocable offer.
This Invitation is not a public offer in accordance with the Civil Code of the Russian Federation.
This Selection is not a tender (including in the form of a tender, auction or other form) or a public tender regulated by Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation, and does not impose obligations on JSC RUSAL Achinsk provided for by the above-mentioned Articles of the Civil Code RF, as well as obligations to conclude a contract for the supply of goods with the person who sent the most advantageous offer.
The selection can be canceled at any time before the debriefing.
In case of changing the conditions of the Selection or its cancellation, expenses incurred by any person in connection with participation in the Selection, including those associated with participation in negotiations, are not reimbursed.
Based on the selection results, your Commercial Offer can be accepted both for the entire volume of the Goods, and for its part.
Information on the final results of your participation in this Selection will be sent to you by e-mail.
The selection of the most favorable offer for JSC RUSAL Achinsk is carried out taking into account the assessment of the following criteria:
- the quality of the supplied products must comply with the technical parameters, GOST (TU), declared for selection;
- the presence in the application of a minimum price;
- payment is preferable within 60 calendar days from the date of delivery of the goods to the Buyer's warehouse;
- the goods must be accompanied by a certificate (passport) of quality;
- it is preferable to conclude a contract in the standard form of RUSAL Achinsk JSC (the contract form can be provided to the selection participant upon request);
- positive experience in cooperation with companies belonging to UC RUSAL, as well as the interests of our organization.
RUSAL Achinsk JSC has the right, in order to determine the most advantageous offer and ensure equal competitive conditions for all participants in the Selection, to carry out activities aimed at reducing the price specified in the proposal, including (but not limited to) sending a message about the selection participants the minimum price proposed by the supplier for the Goods (without specifying the selection participant who offered this price) and offer all participants in the Selection to adjust and improve the conditions of previously made commercial offers, m. by reducing the price of the Goods. A change in a commercial offer must be executed in the form of a new commercial offer (offer) on the above conditions.
RUSAL Achinsk JSC has the right to refuse to participate in the Selection in the following cases:
- a commercial offer is received after a specified period;
- the terms of the offer do not comply with the terms of this notice;
- a commercial offer contains false information;
- the person who sent the proposal is in the process of liquidation or reorganization, or insolvency (bankruptcy) proceedings have been initiated against him;
- the selection participant has negative experience with UC RUSAL enterprises;
- in any other case, on the basis of internal procedures, with the right not to explain the reasons for the refusal.
RUSAL Achinsk JSC has the right not to motivate its decision to determine the winner of the selection.
If your offer is deemed to be the most profitable, RUSAL Achinsk JSC has the right to conclude a contract with your organization, including by acceptance, by sending a commercial offer (offer) within the time period established for its acceptance.
The information provided by you for participation in the Selection is not communicated to persons unrelated to the Selection, as well as to other participants in the Selection, except for the announcement of the minimum price.
If your organization is recognized as the winner according to the results of this selection, an accreditation procedure is required to conclude a supply agreement. The list of documents required for accreditation of the Supplier is presented in the procurement documentation (Appendix No. 4). If your organization refuses to submit documents for the Accreditation procedure (in whole or in part), please send a written notice to us.
