Comments:
The request for proposals is not a competitive bidding process (tender, auction) in accordance with Articles 447-449 of the Civil Code of the Russian Federation or a public tender in accordance with Articles 1057-1061 of the Civil Code of the Russian Federation, or other regulated Call for Bidding procedures (Call for Bidding methods) provided for by the legislation of the Russian Federation.
The Organizer has the right to refuse to conduct a request for proposals, as well as to complete the request for proposals procedure without concluding a contract based on its results at any time, while the Organizer does not reimburse the Bidder for the costs incurred by him in connection with the preparation and participation in the request for proposals procedure. The Organizer has the right to make changes to the Notification and Documentation, as well as extend the deadline (date and/or time) for submitting Proposals.
In accordance with the provisions of sub-clause 1) clause 2.1, Article 1 of Federal Law No. 223-FZ of 07/18/2011 "On Call for Bidding of Goods, Works, Services, Certain Types of Legal Entities", the said federal law does not apply to the activities of PJSC Unipro related to Call for Bidding of goods (works, services), since the total revenue of PJSC Unipro from activities related to the field of natural monopolies, as well as from regulated activities specified in No. 223-FZ dated 07/18/2011, does not exceed 10% of the total revenue from all types of activities carried out by PJSC Unipro.
