Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:
Advance payment is not provided. Payment upon receipt of products at the consignee’s warehouse within 30 business days from the date of delivery and provision of the original invoices, waybills, copies of transport bills with the mark of the recipient.
Proposals validity period - 90 days at least.
Delivery terms:
DDP. Delivery time: September 2019.
All shipping costs and other costs should be included in the cost of production.
The supplied products shall be new.
Comments: 1. Please, submit any questions concerning the bidding procedure via e-marketplace functionality ("Request for Clarifications").
2. Participants of this procedure MUST, before opening the envelopes, attach the Applicant's Questionnaire and documents according to the questionnaire simultaneously with the submission of the proposal and a file in the form of a scanned copy of their commercial proposal signed by an authorized person and certified by the seal of the organization-participant of this procedure to their proposals in electronic form. In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.
3. The supplier of the products must be the manufacturer, or the official dealer of the manufacturer, or the distributor (the participant provides the supporting documents at the same time as the offer).
4. The cost of production should be unchanged for the entire delivery period (written confirmation).
5. Be sure to attach a photograph of the tread to the application.
Note: Note, this RFP is not a notice of tender (public tender) or a public offer and is not subject to Articles 447 - 449, Part I, and Articles 1057 - 1061, Part II, of the Civil Code of the Russian Federation. Thus, this procedure does not impose the corresponding amount of civil obligations on the Customer, and the Customer reserves the right to refuse all the received proposals for any reason, or to terminate the selection procedure at any time, without incurring any liability towards the participants.
