This procurement procedure is not a tender or auction and its conduct is not governed by Articles 447–449 of Part One of the Civil Code of the Russian Federation. This procurement procedure is also not a public tender and is not regulated by Articles 1057-1061 of the second part of the Civil Code of the Russian Federation. Thus, this procedure does not impose on the customer and the organizer of the purchase an appropriate amount of civil law obligations for the mandatory conclusion of an agreement with the winner of the procurement procedure or other participants who took second and subsequent places when the winner evaded signing the contract.
