Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:Supply prices remain unchanged for the entire period of the contract until 08/31/2020 (unless otherwise specified)
Payment for the delivered goods is carried out within 60 calendar days from the date of delivery of the goods based on the original invoice and invoice of the Supplier.
Transportation costs shall be included into the products price.
The supplier carries out the required customs procedures in accordance with applicable law on its own and at its own expense (if provided).
Delivery terms:The building block modules must be delivered in a collapsible form ("transpack" system, panel-rack technology), or in all-welded block containers.
Engineering equipment: Power supply 0.4kV, internal water supply and sewerage with exhaust, for internal water supply, provide a separate insulated unit module with a capacity of 20m³ with a pressure maintenance pump station. The external water supply pipeline and sewer pipes must be electrically heated and insulated.
The supplier provides installation supervision.
Working hours - round-the-clock with a permanent stay of the shift staff
The equipment must be new, not previously used.
The supplier must provide the following documentation (original, electronic version):
1. Passport to the building.
2. A set of working and design documentation. 3. Certificates of the materials used.
4. Sanitary certificates

Comments:
1. Please, submit any questions concerning the bidding procedure via e-marketplace functionality ("Request for Clarifications").
2. Participants of this procedure MUST attach all necessary documents to their proposals in electronic form at the same time as they submit the proposal, signed by an authorized person and certified by the seal of the organization participating in this procedure. In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.
Proposals validity period - 30 days at least.
3. Supplier shall be either product manufacturer, or official dealer of the manufacturer or a distributor (participant shall provide the confirming documents together with the commercial proposal).
4. The pricing mechanism should be unchanged for the entire delivery period.

Note: Note, this RFP is not a notice of tender (public tender) or a public offer and is not subject to Articles 447 - 449, Part I, and Articles 1057 - 1061, Part II, of the Civil Code of the Russian Federation. Thus, this procedure does not impose the corresponding amount of civil obligations on the Customer, and the Customer reserves the right to refuse all the received proposals for any reason, or to terminate the selection procedure at any time, without incurring any liability towards the participants.
