Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Delivery terms:The order of deliveries in accordance with the schedule agreed by the Parties (in batches by request).
Products are supplied by and at the expense of the Supplier.
All products must be packed.
The Supplier is obliged to mark the packaging containers, allowing immediate and error-free identification of the products in accordance with the order of the Customer. In the absence of labeling, the Customer has the right to refuse to receive the product without applying any penalties to it by the Supplier.

Comments:
1) You can repeatedly submit your bids down until the request for proposals ends.
A prerequisite is the provision of SAMPLES, certificates required by declarations of conformity, and other permits.
2) Only manufacturers or official dealers participate. IT IS MANDATORY TO ATTACH A DOCUMENT CONFIRMING THE OFFICIAL DEALER OR MANUFACTURER.
3) IT IS MANDATORY TO PROVIDE A COMPLETED COMMERCIAL OFFER (in excel format).
4) All prices in the offer must include all taxes and other obligatory fees, the cost of all related services, as well as all discounts offered by the supplier.
5) This procedure is not a notice of a tender (public tender) or a public offer and is not regulated by Article 447 - 449 Part 1 of the Civil Code of the Russian Federation, Article 1057 - 1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose on the Organizer the corresponding amount of civil and legal obligations and reserves the right to refuse all received Proposals for any cause or terminate the selection procedure at any time without incurring any liability to Participants.
6) If the supplier takes part in the auction, it means that if he is declared the winner, he agrees to conclude a supply agreement within 5 (five) days according to the standard form of LLC "Zelgros" without a protocol disagreements and deliver under the terms specified in the purchase announcement.
7) Required to provide: FULL TECHNICAL DESCRIPTION OF THE PROPOSED GOODS AND GOODS
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
