This request for proposals procedure is not a tender and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not regulated by Articles 1057-1065 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose on the customer the corresponding amount of civil legal obligations.
