Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Delivery terms:Production and delivery time: within 30 calendar days from the date of conclusion of the delivery contract. Priority in choosing the winner will be given to the Bidder with the offer of the shortest production time.
The offer price should include the cost of manufacturing, transportation costs for the delivery of products.

Comments:
A mandatory requirement for admission to participate in the procurement procedure is the provision of:

1. The applicant's application form and documents, according to the attached list, simultaneously with the submission of the commercial proposal.

2. Commercial proposals in electronic form must be confirmed by the Bidders of the procedure on the company's letterhead, signed by an authorized person and certified by the seal of the organization Bidder of this procedure.
The prices and terms of delivery in the commercial offers must correspond to the offers submitted to the E-Marketplace.
The commercial offer must indicate agreement with the wording of the Buyer's contract.
Acceptance of documents is carried out within 24 hours from the moment of completion of the competitive bidding process.
In case of non-fulfillment or improper fulfillment by the Bidder of the procedure of these requirements, the organizer of the procedure reserves the right not to consider the proposal of this Bidder.

3. The supplier of the products must be the manufacturer, or the official dealer of the manufacturer, or the distributor (the Bidder provides supporting documents at the same time as the commercial offer).

4. The cost of the products must be unchanged for the entire delivery period (written confirmation).
Criteria for evaluating Bidders' proposals:
- economic parameters - cost and terms of payment;
- quality and delivery deadlines;
- qualification of the Bidder;
- completeness and quality of the submitted bid

5. Note! This request for proposals is not a Bid Notice of a tender (public tender) or a public offer and is not regulated by Articles 447-449 Part 1 of the Civil Code of the Russian Federation, Articles 1057-1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all received Offers for any reason or to terminate the selection procedure at any time, without incurring any liability to the Bidders.
