The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

The validity of the TCH (price) must be valid for at least 30 calendar days.

The price should be maintained subject to the selection of part of the positions

Goods and materials must be certified.
1. Please, submit any questions concerning the bidding procedure via e-marketplace functionality ("Request for Clarifications").
2. Before submitting envelopes, participants of this procedure MUST attach the Applicant’s Questionnaire and documents according to the questionnaire simultaneously with the submission of the proposal and a file in the form of a scanned copy of their commercial proposal signed by an authorized person and certified by the seal of the participating organization to this proposal in electronic form. In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.
3. Supplier shall be either product manufacturer, or official dealer of the manufacturer or a distributor (participant shall provide the confirming documents together with the commercial proposal).
4. Products cost shall be fixed for the entire delivery period (written confirmation).


Note: this request for proposals is not a notice of a tender (public tender) or a public offer and is not regulated by Art. 447 - 449 h. 1 of the Civil Code of the Russian Federation, Art. 1057-1061 part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose the corresponding amount of civil obligations on the Customer, and the Customer reserves the right to refuse all the received proposals for any reason, or to terminate the selection procedure at any time, without incurring any liability towards the participants.
PJSC AK VNZM reserves the right not to inform participants of the procedure about its results with the exception of the winner, cancel the request or its results, and also exclude any of the participant in the request without giving a reason. Submission of a technical and commercial proposal implies acceptance of the terms of the request.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
