This request for proposals procedure is not a tender and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not regulated by Articles 1057-1065 of Part Two of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer. Procurement procedures are not regulated by the provisions of the Federal Law of July 18, 2011 № 223-FZ "On Procurement of Goods, Works, Services by Certain Types of Legal Entities", as well as by the provisions of the Federal Law of July 18, 2011 of the Law of April 5, 2013 as of April 5, 2013. Applicants who submitted an offer on time and/or in violation of the procedures of the bidding company and/or who do not meet the selected evaluation criteria may be excluded from the bidding procedure. When bidding through the electronic trading platform, offers are not accepted in other ways.
