JV RassonConTrans is an exception to the UN sanctions, see page 6, "Joint ventures", p.18, "this provision does not apply ... with respect to the port and the Rajin-Hasan railway, intended exclusively for the export of Russian coal." For the text of the resolution, see the documentation of the procedure.

The participants of the competition must be provided with: a certificate of state registration (OGRN) and a certificate of registration with the tax inspection (TIN).

The legal status of the procedure and documents, the procedure for conducting the request for proposals, as well as instructions for preparing offers are specified in the procurement documentation.
This RFP procedure is not a tender, and is not subject to Articles 447-449, Section I, of the Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1061, Section II, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer.
