Comments: In accordance with the Decree of the Government of the Russian Federation dated 16 September 2016 №925 set the priority of goods of Russian origin, works and services carried out or rendered by Russian persons in relation to goods originating from a foreign country, work and services performed or rendered by foreign persons .
This procedure is not a request for price competition, and its implementation is not regulated by Articles 447 - 449 of the Civil Code of the Russian Federation. This procedure RFQ is not a public competition and is not regulated by Articles 1057 - 1061 of the second part of the Civil Code of the Russian Federation. Thus, this procedure does not impose prices on request of the Customer the appropriate amount of civil-law obligations, including obligations to conclude a contract with a person, the application of which is recognized as the best.
Procurement is carried out in electronic form (Application form is available in electronic form only through a functional ETP. Participant application on paper is not available.
The customer has the right to cancel the request for price proposals at any stage, without incurring any liability to the participants of the request for quotation or any third party to whom such action can cause damage.
More information indicating the number of delivered goods, the volume of carried out works, rendered services listed in the Appendix №1 to the procurement documentation "Terms of Reference".
Terms of the Contract as a result of the purchase, are specified in Annex № 2 to the procurement documentation "project agreement".

Before the final determination of the winner Organizer has the right to require any participant confirmation of its compliance with the qualification requirements. Demonstration of compliance with the qualification requirements of the Participant may be conducted on all the criteria, and selectively. Failure of a Member of the procedure can be regarded as a procurement commission to provide false information. Application form, does not meet the requirements will be rejected.
