Comments: In accordance with the Decree of the Government of the Russian Federation of September 16, 2016 No. 925, the priority is established of goods of Russian origin, work, services performed, provided by Russian persons, in relation to goods originating from a foreign state, work, services performed, provided by foreign persons .
This procedure for requesting prices is not a tender, and its conduct is not governed by Articles 447–449 of the first part of the Civil Code of the Russian Federation. This bidding procedure is also not a public tender and is not governed by Articles 1057-1061 of the second part of the Civil Code of the Russian Federation. Thus, this price request procedure does not impose on the Customer an appropriate amount of civil legal obligations, including the obligation to conclude an agreement with the person whose application is recognized as the best.
Procurement is carried out in electronic form (the Participant's Application is submitted only in electronic form through the ETP functionality. The Participant's application on paper is not provided.
The customer has the right to refuse to conduct a price request at any stage without incurring any liability to the participants in the price request or to third parties to whom such an action may cause losses.
Detailed information indicating the quantity of delivered goods, the volume of work performed, services rendered is indicated in Appendix No. 1 to the procurement documentation "Technical Assignment".
The terms of the contract concluded on the basis of the procurement results are specified in Appendix No. 2 to the procurement documentation "Draft Contract".
The remaining and more detailed terms of the procurement are contained in the procurement documentation, which is an integral appendix to this Notice.
Before the final determination of the winner, the Organizer has the right to require any participant to confirm their compliance with the qualification requirements. Confirmation of the Participant's qualification requirements is carried out according to the criteria specified in the procurement documentation. Confirmation of the Participant's qualification requirements can be carried out both by all criteria and selectively. The Participant’s refusal from this procedure may be regarded by the procurement commission as providing false information. An application by a non-eligible participant will be rejected.
