This competitive procedure for the preliminary selection of the Contractor sent a request for commercial offers, which (like the ongoing procedure for the preliminary selection of the Contractor) is not an offer, auction or competition and its conduct is not regulated by Art. 447-449 parts 1 and 1057-1061 parts 2 of the Civil Code of the Russian Federation.
