Requirements to the bidders:
Any legal entity or individual entrepreneur can participate in the competition. To qualify for victory in the competition, the participants of the competition, who offered the best conditions for the execution of the Agreement and meet the following requirements:
(a) Compliance with the requirements established in accordance with the legislation of the Russian Federation to persons carrying out the performance of obligations that are the subject of the Agreement;
b) failure to liquidate the Participant — legal entity and the absence of an arbitral court decision on recognition of the Participant — legal entity, individual entrepreneur bankrupt and about opening of competitive proceedings;
c) non-stop activity of the Contest Participant in the manner provided for by the Code of the Russian Federation on Administrative Offences on the day of submission of the Contest;
d) submission of the information provided for in clause 5.1.4 of the tender documentation;
e) the absence of the participant of the contest missing on taxes, fees, arrears on other mandatory payments to the budgets of the budget system of the Russian Federation (except for the amounts for which are provided deferment, installment, investment tax credit in accordance with the legislation of the Russian Federation on taxes and fees, which are restructured in accordance with the legislation of the Russian Federation Federations for which there is an enforceable court decision recognizing the applicant's duty to pay these amounts executed or which are deemed hopeless for recovery in accordance with the legislation of the Russian Federation on taxes and fees) for the past calendar year, the amount of which exceeds 25% (Twenty-five percent) of the book value of the contestant's assets, according to data accounting statements for the last reporting period. The participant of the competition shall be considered to comply with the established requirement in case they submitted an application for appeal against these shortfalls, debts and a decision on such application as of the date of consideration of the application for participation in the determination of the supplier (contractor, contractor) is not accepted;
(e) The absence in the register of unscrupulous suppliers (contractors, executors) of information about the Contest Participant, including information about the founders, the members of the collegiate executive body, a person who performs the functions of the sole executive body of the Contest Participant — legal entity;
g) the absence of the participant of the contest - an individual or the head, members of the collegiate executive body or the chief accountant of a legal entity - Participant of a criminal record contest crimes in the sphere of economy (except for persons whose criminal record has been extinguished or withdrawn), as well as the failure to impose penalties against these individuals in the form of deprivation of the right to occupy certain positions or engage in certain activities related to the delivery of goods, performance of work, provision of services that are subject to the procurement and administrative penalties in the form of disqualification;
h) The contestant must have civil legal capacity in full for the conclusion and execution of the Agreement (must be registered in accordance with the established procedure, have a license to implement of these types of insurance, valid until the end of the insurance period inclusive), comply with the requirements imposed by the legislation of the Russian Federation to persons carrying out the provision of this type of services ;
g) the presence of the participant of the competition for the last 2 (Two) years (for the period 2019-2020) experience in the implementation of similar contracts.

Tender bids:
Для участия в конкурсе необходимо подать Конкурсную заявку, подготовленную в порядке, установленном в Документации о закупке, в электронном виде через Электронную площадку.
Все документы, входящие в состав Конкурсной заявки, должны быть составлены на русском языке.
Подача документов, входящих в состав Конкурсной заявки на иностранном языке, должна сопровождаться предоставлением надлежащим образом заверенного перевода на русский язык. В случае противоречия оригинала и перевода преимущество будет иметь перевод на русском языке.
Все суммы денежных средств ценовых предложений Участников, должны быть выражены в российских рублях.

Contract conclusion date:
The contract on the results of the competition between the Customer and the Winner of the contest is concluded no earlier than 10 (Ten) days and not later than 20 (Twenty) days from the date of placement in a single information the system of the final protocol, compiled according to the results of the competition.
The contract is concluded in writing by drawing up one document signed by the parties.
