Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:It is preferable to pay 100% on the fact of the services rendered with a delay of 60 c. (We are ready to consider the proposals of the Contractor)

Comments:
The technical and commercial proposal must consist of 2 parts: technical (Appendix 2-5; Appendix 6) and Commercial (information will be available in stage 2), approved by the head and certified by the seal.
Please note that applications are accepted only from Suppliers who have passed the Accreditation: 1) No. 178 - General accreditation; 2) No. 374 - Accreditation for Sustainable Development. Suppliers that have not been accredited cannot be selected as the winner of the tender procedures.
