Services for the design, construction and modernization of base stations throughout the Russian Federation
Comments: If you are only going to start cooperation with VimpelCom PJSC on the design, construction and modernization of base stations, we ask you to send the following documents (documentation package) to Tenders_SRuzina@beeline.ru before November 05, 2019:
1. Fill out the Statement of Compliance with Qualified Requirements by submitting it in Excel and PDF (scan with signature). To confirm compliance with qualification requirements, it is also necessary to attach all the requirements required in the Application for Compliance.
2. Fill out the application form by submitting in PDF format (scan with signature);
3. 2. Fill in Appendix 1. Questionnaire of a potential supplier of VK, providing in Excel format;
4. 3. Fill in Appendix 2. Financial analysis, presenting in Excel and PDF format (scan with signature);
5. 5. Fill out the Negotiating Agreement by submitting in PDF format (scan with signature).
The following documents must also be provided:
• The current edition of the charter with the current amendments;
• A power of attorney or other document authorizing one or another person to sign documents on behalf of the organization;
• Certificate of registration with the tax authority;
• Certificate of entry in the Unified State Register of Legal Entities;
• The balance sheet (for 2018 and 2019, at least 2 quarters) or other documents describing the financial and economic activities of the organization, please provide for closed periods of the current year, as well as a report at the end of previous periods (maximum 3 years);
• Profit and loss statement for the last two reporting years.
If you have already sent a package of documents as part of the formation of a preliminary list of participants, then duplication of documentation is not required. In this case, it is necessary to send only the completed Statement of Compliance and the Applications required in the Statement of Compliance (except for Clause 1).
Please note that our current partners in this category (have a valid contract with VimpelCom PJSC) qualify automatically subject to confirmation of the availability of an actual SRO (in accordance with the requirements of Federal Law-372 of 07/03/2016) and the absence of negative interaction experience (availability of claim work regarding the organization). These organizations will receive a separate request for proposals to participate in the tender and a further action plan until 10/23/2019. to contact postal addresses.
The subject of the procurement measure is the implementation of a full range of works and services for the construction and modernization of communication facilities of PJSC VimpelCom, including performance of the following works / services:
- conducting pre-project surveys (PES);
- engineering surveys;
- obtaining technical conditions from interested organizations; registration of rights to the land plot, to use the structural elements of the building;
- development of design documentation, obtaining permission for construction / commissioning;
- carrying out earthwork, construction, construction and installation, installation, commissioning, testing, integration, and other types of work, etc.
Geography of work: the entire territory of the Russian Federation. The entire scope of work is divided into lots by territorial dimension.
The procurement event is planned to be carried out in several stages:
1. stage - Qualification (verification of participants for compliance with qualification requirements on the basis of the received documentation).
2. Stage - Commercial stage in the form of an electronic auction at the VimpelCom site with qualified participants.
The qualification results are planned tentatively after November 20.
Electronic copies of documents must satisfy the following conditions:
• the participant must ensure that each scanned document is easy to read;
• Each scanned document must be saved in a separate file, while a document containing one page is saved in a separate file, and a document containing several pages and applications should also be grouped into one file, for example: The charter should not be scanned in separate pages, but in one file (PDF file in black and white);
• Each document must have a name (abbreviated) corresponding to its content.
The package of documents must be sent to the email address Tenders_SRuzina@beeline.ru no later than November 5, 2019 (in the subject line should indicate "Name of participant / Qualification of PIR SMR BS for 2020-2021"). The total size of the letter should not exceed 10 MB (if necessary, you can send several letters or several volumes of one archive). The name of each file should indicate its contents.
Please note that your consent to participate in the procurement event of VimpelCom PJSC also means acceptance of the terms of the "Privacy Statement", and you will be responsible for non-compliance with the terms of the "Privacy Statement" in accordance with applicable law.
Venue of bidding:
