Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Delivery terms:Transportation is carried out by one shift car of the Contractor with one crew and the presence of an additional backup shift car.
The contractor undertakes to perform maintenance of its equipment using its consumables and fuels and lubricants (oils and technical liquids).
Two-shift operation mode.
Availability of specialized cross–country transport for the transportation of people - three-axle, four-wheel drive.
Availability of a certificate of conformity of specialized transport for the transportation of passengers in mountainous areas.
The presence of at least 22 seats in the passenger cabin of specialized transport.
Other mandatory requirements for the vehicle are specified in the terms of reference.

Comments:
1. More detailed information is provided in the terms of reference.

2. With a commercial offer, you must send:
1. Completed offer card (in Excel format);
2. Calculation of the cost (tariff) for 1 hour of rendering services (in Excel format);
3. Scanned copies of qualification certificates for personnel;
4. Scanned copies of permits for the provision of services;
5. Scanned copies of the Contractor's documentation according to the attached list;
6. The consent signed by the head of the company for the processing of personal data;
7. Protocol of disagreements to the basic contract of the Customer, in case of disagreements.
8. A reference list about the experience of similar work, reviews, recommendations.

3. Criteria for choosing the best offer: availability of necessary documents for conducting business, work experience, quality, terms of work, cost, payment terms.

4. This request for proposal procedure is not a tender and its conduct is not regulated by Articles 447-449 Part 1 of the Civil Code of the Russian Federation;

5. This procedure is also not a public competition and is not regulated by Articles 1057-1061 Part 2 of the Civil Code of the Russian Federation;
Thus, this request for proposal procedure does not impose on the Customer an appropriate amount of civil obligations.

6. The attached Contract is not a public offer, however, the terms of the Contract will be binding on the winner of the auction.
