Comments: To take part in the preliminary qualification selection (PQS), the bidder must fill in and upload the following files to the B2B site (for more details, see the procurement documentation and instructions for the spacecraft):

• completed file "Checklist"
• provide all documentation for the proposed equipment specified in the TOR
- Instruction (manual) for operation in Russian, certificate of conformity, warranty card;
- Certificate of Conformity or Declaration of Conformity (if equipment certification is required);
- General view drawing with geometrical dimensions;
- Wiring diagram;
- List of brands of components included in the equipment;
- Spare parts catalog with factory part numbers;
- Regulations for maintenance and scheduled preventive maintenance;
All documentation must be provided in Russian.
Models removed from production at least three years after the year of delivery to Tander JSC are subject to review.

The procurement participant can repeatedly improve his price offer until the end of the submission of bids.
Only one legal entity can take part in the tender procedure from a group of affiliated (related) companies. Otherwise, it is considered as restriction of competition and is the basis for the withdrawal from the competition of all affiliated participants.
