It is imperative to attach an application for participation and a technical and commercial proposal with a seal, signature and delivery time in PDF format.

The list of documents that must be uploaded to the application for participation is indicated in the procurement documentation, each item is mandatory.

This procurement procedure is not a tender or auction and its conduct is not governed by Articles 447–449 of the first part of the Civil Code of the Russian Federation. This procurement procedure is also not a public tender and is not regulated by Articles 1057-1061 of the second part of the Civil Code of the Russian Federation. Thus, this procedure does not impose on the customer and the organizer of the purchase an appropriate amount of civil law obligations for the mandatory conclusion of an agreement with the winner of the procurement procedure or other participants who took second and subsequent places when the winner evaded signing the contract.
