Comments:
Request for proposals is not a bidding (tender, auction) or a public tender in accordance with Articles 447 449 Part One of the Civil Code of the Russian Federation and Articles 1057 1061 Parts Two of the Civil Code of the Russian Federation, and does not impose on the Organizer and the Customer the obligations specified by articles of the Civil Code of the Russian Federation.
The organizer has the right to refuse to conduct the request for proposals at any time before summing up its results, and the Customer has the right to refuse the obligation to enter into an agreement based on the results of the request for proposals.
Documents issued by third parties can be submitted on their readiness.
The bidder who has proposed the best terms of delivery should load the maximum possible package of documents in accordance with clause 5.5.2 and p.6 of the Documentation for the AWP.
