Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:100% payment shall be made within 60 calendar days after delivery of the goods to the warehouse of the Buyer.
Delivery terms:The supplier delivers the goods in batches within 15 (fifteen) calendar days from the date of the Buyer's application to the Supplier at the address: Megion, Victory Avenue, №7. The price includes packaging, delivery to the warehouse of the buyer at the specified address

Comments:
1) KP must be issued on the official form with the seal and signature of the head and attached to the boot documentation.
2) In KP must specify
- price of goods and materials (including VAT, cost of delivery to the Buyer’s warehouse, cost of packing (packing must comply strictly with the requirements of GOST 15846-2002 and GOST 14192-96),
- measurement units mentioned in CP must comply with those requested;
- Supplier’s relation to the supplied goods (independent seller, dealer, manufacturer);
- time of delivery to the Buyer’s warehouse;
- warranty terms;
- estimated volume and weight (of the whole shipment);
- delivery method;
- agreement with the contract.
3) The products shall be new, unused, manufactured no earlier than 6 months from the date of issuing the Technical Commercial Order;
4) Commercial Offer should be accompanied with confotmity certificates, passport, quality certificate;
5) Criteria for selection of the best offer: agreement with our contract form, delivery time, price, payment terms, operational experience;
6) This RFP procedure is not a tender, and its conduct is not regulated by Articles 447-449 of Part 1 of the Civil Code of the Russian Federation;
7) This procedure is also not a public tender and is not regulated by Articles 1057-1061 of Part 2 of the Civil Code of the Russian Federation;
Thus, this request for proposals procedure does not impose on the Buyer an appropriate amount of civil and legal obligations.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
