Requirements to the bidders:
Any legal entity or individual entrepreneur can participate in the competition. Contestants who have offered the best conditions for the execution of the Agreement and meet the following requirements can pretend to win the competition:
a) compliance of the Bidder with the requirements established in accordance with the applicable legislation of the Russian Federation for persons performing the performance of the obligations that are the subject of the Agreement;
b) the failure to conduct liquidation procedures against the Bidder - a legal entity and the absence of a decision by the arbitration court on declaring the Bidder - a legal entity, an individual entrepreneur bankrupt and on the opening of bankruptcy proceedings;
c) non-suspension of the activities of the Participant of the Competition - a legal entity in the manner prescribed by the Code of the Russian Federation on Administrative Offenses, on the day of submission of the Bid;
d) submission of information provided for in sub. 5.1.4 Clause 5.1 of the Procurement Documentation;
e) the Bidder - a legal entity has no arrears in taxes, fees, arrears on other obligatory payments to the budgets of the budgetary system of the Russian Federation (except for the amounts for which a deferral, installment plan, investment tax credit is granted in accordance with the legislation of the Russian Federation on taxes and fees that have been restructured in accordance with the legislation of the Russian Federation, for which there is a court decision that has entered into legal force recognizing the applicant's obligation to pay these amounts fulfilled or that are recognized as hopeless to be collected in accordance with the applicable legislation of the Russian Federation on taxes and fees) for the past calendar year, the amount of which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the accounting statements for the last reporting period. A tender participant is deemed to comply with the established requirement if, in the prescribed manner, he has submitted an application for appeal against the specified arrears, arrears, and the decision on such an application as of the date of consideration of the application for participation in determining the supplier (contractor, performer) has not been made;
f) absence in the register of unscrupulous suppliers (contractors, executors) of information about the Bidder, including information about the founders, members of the collegial executive body, the person acting as the sole executive body of the Bidder - a legal entity;
g) the Participant of the Competition - an individual or the head, members of the collegial executive body or the chief accountant of the Participant of the Competition - a legal entity - have no convictions for crimes in the economic sphere (except for persons whose convictions have been canceled or removed), as well as non-use these individuals are punished in the form of deprivation of the right to hold certain positions or engage in certain activities that are associated with the supply of goods, the performance of work, the provision of services that are the object of the procurement being carried out, and an administrative penalty in the form of disqualification;
h) The Bidder must have full civil legal capacity to conclude and execute the Agreement (must be registered in accordance with the established procedure, have a license to carry out these types of insurance, valid until the end of the insurance period inclusive), meet the requirements of the legislation of the Russian Federation for persons exercising provision of this type of service;
i) the Bidder has experience in the implementation of similar contracts for the last 2 (Two) years (for the period 2019-2020).

Tender bids:

Все документы, входящие в состав Конкурсной заявки, должны быть составлены на русском языке.
Подача документов, входящих в состав Конкурсной заявки на иностранном языке, должна сопровождаться предоставлением надлежащим образом заверенного перевода на русский язык. В случае противоречия оригинала и перевода преимущество будет иметь перевод на русском языке.
Все суммы денежных средств ценовых предложений Участников, должны быть выражены в российских рублях.

Contract conclusion date:
The contract based on the results of the tender between the Customer and the Winner of the tender shall be concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of posting in the Unified Information System of the final protocol drawn up based on the results of the tender.
The contract is concluded in writing by drawing up one document signed by the parties.
