The procedure is two-stage: Stage 1 - prequalification, stage 2 - request for proposals.
Participants are required to fill out a qualification questionnaire in the form of LLC Glavstroy-SPb Specialized Developer, to provide all the necessary documents. Participants’ proposals shall be sent in the form of e-document signed by digital signature. Only those participants who have passed the preliminary qualification selection under this procedure will be invited to participate in the 2nd stage of the procurement procedure.
This Prequalification of bidders is not a notice of tendering and is not a public offer, the Organizer does not bear any obligations to suppliers who participated in the request, including obligations to conclude any agreements with the persons who sent their offers.
This prequalification is not a tender or a public competition within the meaning of Art. 447-449,1057-1061 of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer. The customer also has the right to refuse to carry out the procedure at any stage, without incurring any liability to the Participants. The Organizer reserves the right to extend and (or) change the date of consideration of the Participants' proposals and summarize the results of the prequalification.
