Good afternoon!
LLC "Albazino Resources" invites
you to take part in a tender for repair work at
the facility "Two-chain overhead line-6kV to the
fuel Depot KTPN P. Oglongi": dismantling of the
old line, installation of a new section.

Place of
service provision:
Khabarovsk Krai, Polina
Osipenko district, village Oglongi (120 km from
the AGOC site, with coordinates Latitude 52° 51
17.7, Longitude 137° 53 2.6)

Terms of work:
Start of work: 06/20/2022;
Completion of work:
07/24/2022.
The beginning of work is allowed by a
letter of guarantee from the Customer before the
conclusion of the contract.

Basic requirements
for the scope of work:
1. The contractor must
perform the work in accordance with the approved
DV No. 517 dated 04/22/2022 (Appendix No. 1 to the
TOR), Calculation of the contract price (Appendix
No. 2 to the TOR), according to the terms
established by the contract, and the schedule of
work (Appendix No. 3 to the TOR).
2. If the
parties come to an agreement on the performance of
additional work, an Additional Agreement (DS) will
be concluded with the Contractor, for more
information, see paragraph 1.8. of the Terms of
Reference.

Requirements for the production of
SMR:
1. The Contractor's employees must be
provided with personal protective equipment,
overalls and special footwear.
2. Organization of
SMR production in due time with mandatory
operational quality control of work at the place
of work - in accordance with the requirements of
the regulatory documentation of the Russian
Federation for the work performed.
3. Prior to the
start of the work, the Contractor must provide the
Customer with the PPR and the NDP program for
coordination with the Customer's ACS. The
Contractor is allowed to work only after the
approval of the PPR and the NDP program.
3. The
Contractor's ITR, appointed by the Contractor's
order, before the start of repair work must be
instructed by the Customer on OT and PB,
familiarized with the Management System and PB of
JSC Polymetal UK;
4. When performing works, the
Contractor is obliged to comply with the
requirements of labor protection and industrial
safety, environmental protection, fire safety, to
comply with administrative acts and internal
regulations of LLC "Resources Albazino".
5. When
performing repair work, the presence of certified
IT specialists of the Contractor with higher
construction education or special construction
education and work experience in the specialty is
mandatory at least 5 years to carry out general
management of the repair work carried out and the
Contractor's employees.
6. The Contractor is
obliged to maintain and provide the Customer with
the executive documentation during the execution
of the works and after their completion (general
work log, certificates of inspection of hidden
works, etc.) The current executive documentation
is provided by the Contractor for verification to
the Customer upon request.
7. The Contractor's
obligation to take all measures to ensure the
safety of the property entrusted to him by the
Customer and is responsible for any omission that
caused its loss or damage (Article 714 of the
Civil Code of the Russian Federation).
8. When
performing construction and installation work,
follow the following rules and regulations: SP
48.13330.2019 "Organization of construction"; SP
14.13330.2018 "Construction in seismic areas"; SP
126.13330.2017 "Geodetic works in construction";
SNiP 12-03-2001 "Occupational safety in
construction"; PUE - 7th ed., as well as other
applicable regulatory documents established on the
territory of the Russian Federation.
9. Ensure the
availability of a certified electrical laboratory
for testing and NDT;
10. Provide geodetic control
for the period of work;
11. Ensure the quality of
work in accordance with regulatory documents. The
Contractor's warranty obligations for the work
performed must be at least 5 years.
12. The
executive documentation is provided by the
Contractor according to the DV on the basis of the
RD-11-02-2006 , SP 48.13330.2011 "Organization of
construction". During the reporting period, the
contractor must monthly, together with the
executive documentation, transfer to the customer
the acceptance certificates of the completed works
in the form no.KS-2 in 3 copies, certificates of
the cost of work in the form no.KS-3 in 3 copies,
an invoice for payment; provide the Customer with
a report on the expenditure of the materials
transferred to him.
13. Loading and unloading,
removal and removal of construction debris is
carried out by the Contractor.

Minimum necessary
requirements for the Contractor's machines and
mechanisms (with an indication of the list and
quantity for each type of equipment):
1. Truck
crane, g/n up to 5 tons - 1 unit;
2. Equipment for
drilling wells Ø350 mm, depth up to 2.5 m;
3. A
car tower - 1 unit or stairs 2-3 units (for work
on supports).
4. Trucks for the delivery of goods
and materials from the warehouse site to the
repair facility - 1 unit;
5. Manual and auxiliary
tools (ladders, ladders, extension cords, etc.) -
the quantity is determined by the composition of
the team. All employees must be provided with the
necessary tools and devices.
The contractor can
independently select a fleet of equipment for the
production of works specified in Appendix No. 1 to
the TOR. The list of machines and mechanisms
involved must be specified in the TAP.

Basic
requirements for contractor personnel (quantity /
qualification / working hours):
1. The number of
personnel and the composition of teams is formed
by the Contractor independently, depending on the
type of work performed, taking into account the
provision of work according to the Schedule
(Appendix No. 3 to the TOR).
2. As part of the
team, it is mandatory to have employees with
certificates:
- about the admission to work at
height;
- slingers;
- for electrical safety
(personnel with an access group not lower than
III), the Contractor's ITR (foreman, foreman) must
have an electrical safety access group V.
It is
also necessary to have the conclusion of the
medical commission on admission to work in the Far
North and equivalent areas for all employees of
the Contractor.
3. The presence of certified ITR
of the Contractor is mandatory. Control over the
production of works is carried out by a person
appointed by an order with the appropriate
certificates (geodetic control, construction
control), a specialist must be included in the
LDC, have an electrical safety admission group of
at least IV, as well as the necessary equipment
for monitoring.
4. As part of IT, it is mandatory
to have a VET engineer at the facility with the
presence of office equipment (laptop, printer,
scanner, etc.), stationery and consumables
necessary for the execution of executive
documentation.

Materials provided by the
Customer:
1. The customer provides the goods and
materials to perform the work, according to the
list in Appendix No. 4 to the TOR;
2. The transfer
of goods and materials to the Contractor is
carried out at the AGOC warehouse site upon
request;
3. Delivery of goods and materials from
the AGOC warehouse site to the repair facility is
the responsibility of the Contractor. The distance
of transportation will be 120 km.
Purchase and
delivery of auxiliary goods and materials (not
included in Appendix No. 4 to the TOR (for
example: slings, bolts, clamps, tools for
waterproofing work, etc.)) to the place of work is
the responsibility of the Contractor, for more
information in paragraphs 2.1-2.4. of the Terms of
Reference.

Accommodation, meals, delivery of
personnel to the place of SMR:
1. Accommodation,
meals of personnel on the site - are made at the
expense of the Contractor.
2. In order to organize
catering and consumer services at the Customer's
site, the Contractor must conclude an agreement
with LLC "Korpus Group Ural" - the company
providing these services at the Customer's site.
The form of the contract with LLC "Korpus Group
Ural" is given in Appendix No. 10 to the TOR.
3.
The contract with LLC "Corpus Group Ural" is
concluded after the approval of the results of the
procurement procedure / notification of the bidder
about the victory, the conclusion of the contract
between LLC "Albazino Resources" and the
Contractor or the receipt by the Contractor of a
Letter of Guarantee from the Customer about the
start of the work and before the mobilization of
the Contractor to the Customer's site.
4.
Accommodation and meals for the Contractor's staff
will be arranged in a hostel in the village.
Oglongs;
5. When submitting a commercial offer,
the bidder separately indicates the amount of
expenses for household services and meals. These
expenses are indicated in the KP in a separate
line and are included in section III of the
Calculation of the contract price (Appendix No. 1
to the contract/Adj. No. 2 to the TOR)
6. The
contractor independently and at his own expense
provides his personnel with vehicles to move
around the territory of the Customer's enterprise,
from the repair facility to the place of
residence.
7. The Contractor's mobilization is
carried out by written notification from the
Customer within 15 days from the moment of
notification.
Currently, all quarantine measures
(observation) have been removed before
mobilization to the AGOC site.
8. The contractor
independently ensures the passage of its employees
to the place of work. These expenses are indicated
in the KP in a separate line and are entered in
Annex No. 1 to the contract Section III (Adj. No.
2 to the TOR).
9. It is possible to assist the
Contractor in the delivery of personnel from
Komsomolsk-on-Amur (the gathering place) to the
AGOC (and back) by the Customer's motor transport
at the expense of the Contractor. These expenses
are also indicated in the KP in a separate line
and are entered in Annex No. 1 to the contract
Section III (Adj. No. 2 to the TOR). Compensation
will be made based on actual
expenses.

Requirements for the availability of
the contractor's permits:
In accordance with the
requirements of the Urban Planning Code of the
Russian Federation - the provision of an extract
from the Register of SRO-S members is mandatory
(the objects are not OPO).

Requirements for OT
and PB: are reflected in clause 4.2. of the Terms
of Reference.

This procedure for requesting a proposal
is not a competition and its conduct is not
regulated by Articles 447-449 Part 1 of the Civil
Code of the Russian Federation;
This procedure is
also not a public competition and is not regulated
by Articles 1057-1061 Part 2 of the Civil Code of
the Russian Federation;
Thus, this procedure of
request for proposal does not impose on the
Customer the appropriate amount of civil
obligations.
