Comments:
Albazino Resources LLC invites you to take part in
the tender for the construction and installation
work on the "VGK Garage for two cars" facility
(earthworks, installation of a monolithic
reinforced concrete foundation).

Place of provision of services:
1. Khabarovsk Territory, Polina Osipenko
District, the site of the Albazin Mining and
Processing Plant (Coordinates of account No.
Albazino, Latitude 52 ° 51´ 17.7´´, Longitude 137
° 53´ 2.6´´);
2. Khabarovsk Territory, Polina Osipenko
District, Oglongi village (120 km from the
Albazino site).

Terms of production of works:
1. Start date of work: 07/01/2021;
2. Completion date: 08/05/2021.
The start of work is allowed by a letter of
guarantee from the Customer until the conclusion
of the contract.
Prior to mobilization at the customer's site for
work, it is necessary to go through quarantine,
lasting 3 days (depending on the epidemiological
situation). The date of arrival in quarantine is
specified immediately before arrival.

Scope of work:
It is necessary to carry out work on the
construction of a reinforced concrete monolithic
slab of the garage foundation in accordance with
the approved Act TR No. 755 of 05/25/2021
(Appendix No. 1 to the TK).

The minimum required requirements for the
machines and mechanisms of the Contractor
(indicating the list and quantity for each type of
equipment):
1. Excavator, bucket volume not less than 0.2 m3
- 1 unit;
2. Vibratory roller 8-10 tons - 1 unit;
3. Concrete mixer with a volume of at least 0.5
m3 - 1 unit;
4. Vibrator for concrete - 1 unit;
5. Vibrating screed - 1 unit;
6. Manual rammer - 1 unit
7. Dump truck, l / c 20 t - 1 unit
8. Freight vehicles for transportation of goods
and materials from the place of storage to the
place of work - 1 unit;
9. To provide the works with electricity, the
Contractor needs to prepare an assembly (cable,
max length 50 m + meter) and send the Customer an
application indicating the planned capacity. The
connection to the power supply is performed by the
Customer. There is no limit on the use of
electricity.
10. Manual and auxiliary tools (tools and devices
for painting work, etc.) - the number is
determined by the composition of the team. All
employees must be provided with the necessary
tools.

Materials provided by the Customer:
1. The customer provides the main and auxiliary
goods and materials, according to the list in
Appendix No. 4 to the TK, the purchase and
delivery of materials not specified in Appendix
No. 4 to the TK, but necessary for the performance
of work is the responsibility of the Contractor;
2. Goods and materials are transferred to the
contractor at the AGOK warehouse on demand;
3. Delivery of goods and materials from the place
of storage (warehouse area) to the place of work
is the responsibility of the Contractor. The
distance from the storage area to the object is
0.9 km.

Basic requirements for the contractor's personnel
(number / qualifications / working hours):
1. The number of personnel and the composition of
the teams is formed by the Contractor
independently, depending on the type of work
performed, taking into account the provision of
work in accordance with the Schedule (Appendix No.
3 to the TOR);
2. The staff must include qualified workers:
- having permission to work at height;
- slinger certificates;
- electrical safety certificates;
etc. in accordance with the type of work
performed, as well as the conclusion of the
medical commission on admission to work in the Far
North and equated regions.
Before entering quarantine, it is mandatory to
provide an opinion of the medical commission for
each employee;
3. The mode of production of work is determined
by the internal Order of the Contractor, taking
into account the requirements for the production
of work by the Customer;
4. Availability and maintenance of basic health
and safety documents (certification, certificates,
permits, orders, instructions, keeping a work
order log, a workplace briefing log, a primary
fire extinguishing equipment log, a fire safety
briefing log);
5. As part of the engineering and technical
staff, the presence of a VET engineer with a
laptop, stationery and consumables required for
paperwork is mandatory at the facility;
6. Control over the production of work is carried
out by a person appointed by order with the
presence of appropriate certificates (geodetic
control, construction control), the specialist
must be included in the LDC, as well as have the
necessary equipment for control.

Accommodation conditions for the Contractor's
personnel at the Customer's site:
1. Accommodation, meals for the personnel on the
site - are provided at the expense of the
Contractor;
2. To arrange catering and consumer services at
the Customer's site, the Contractor must conclude
an agreement with Arctic Catering Service LLC (AKS
LLC) - a company that provides these services at
the Customer's site. The form of the contract with
AKS LLC is given in Appendix No. 10 to the TK;
3. The contract with AKS LLC is concluded after
the approval of the results of the procurement
procedure / notification of the bidder about the
victory, the conclusion of an agreement between
Albazino Resources LLC and the Contractor, or the
Contractor receives a Letter of Guarantee from the
Customer about the start of work and before the
Contractor is mobilized to the Customer's site;
4. When submitting a commercial proposal, the
bidder separately indicates the amount of expenses
for household services and food. The indicated
expenses are subject to compensation by the
Customer in the amount of the expenses actually
incurred and documented by the Contractor, but in
any case not more than the amount indicated in the
calculation. (according to the conditions of
Appendix No. 2 and No. 5 to the TK);
5. The Contractor independently and at his own
expense provides his personnel with vehicles to
move around the territory of the Customer's
enterprise;
6. The living conditions of the Contractor's
personnel at the Albazino site are given in
Appendix No. 11 to the TOR (when submitting a
commercial proposal for the performance of work,
the Contractor agrees with these living
conditions);
During the quarantine period, meals and
accommodation for the Contractor's employees will
be provided at the expense of the Customer.

The procedure for mobilizing personnel:
1. The mobilization of the Contractor is carried
out upon written notification from the Customer
within 15 days from the date of notification.
Before starting mobilization to the AGOK site and
performing construction and installation work, it
is necessary to undergo quarantine for 3 days. The
date of passage is specified immediately before
arrival.
Before entering quarantine, it is mandatory to
provide an opinion of the medical commission for
each employee.
2. The contractor independently ensures the
travel of his employees to the place of quarantine
(g. Khabarovsk or Komsomolsk-on-Amur). These
expenses are indicated in the commercial proposal
in a separate line and are entered in Appendix No.
1 to the contract, section III. The costs are
reimbursable.
3. Travel from the place of quarantine to the
Albazino site will be organized by the Customer's
vehicles and at the expense of the Customer.
4. Mobilization and demobilization of machinery,
equipment, auxiliary machines and mechanisms,
goods and materials belonging to the Contractor is
carried out by forces and at the expense of the
Contractor. These expenses are indicated in the
commercial proposal in a separate line and are
entered in Appendix No. 1 to the contract, section
III. The costs are reimbursable.

Conditions and terms of mobilization of machines
and mechanisms provided by the contractor:
1. Mobilization of equipment (organization of a
mechanized brigade) must be performed before the
start of work at the facility;
2. The contractor independently and at his own
expense ensures the timely refueling of the fuel
and lubricants;
To provide the equipment used in the production
process with fuel, the Contractor must conclude an
Agreement with LLC Polymetal DV (a contractor that
supplies and refueling equipment with fuel at the
Albazino site). The current fuel tariffs are
indicated in the TOR.

Requirements for the availability of permits for
the contractor:
In accordance with the requirements of the Urban
Planning Code of the Russian Federation - the
provision of an extract from the Register of SRO-S
members is mandatory (the facilities are NOT a
HIF).

We would be grateful to receive your commercial
offer with the following attachments:
- a commercial proposal on the official
letterhead of the participant signed by an
authorized person indicating information on the
approval of the basic draft of the work contract
without disagreements, or the provision of an
appropriate protocol of disagreements;
- completed proposal card (Appendix No. 3 to the
letter);
- completed calculation of the contract price
(Appendix No. 2 to the TK);
- a completed Counterparty Questionnaire
(Appendix No. 4 to the letter) and a reference
list;
- scanned copies of permits required for the
performance of work;
- scanned copies of documents confirming the
availability of the necessary equipment,
equipment;
- charter (in the latest edition with all changes
and additions);
- certificate of state registration (on the
assignment of the OGRN);
- tax registration certificate;
- the decision of the authorized management body
of the legal entity on the appointment of the
executive body;
- if necessary - a power of attorney for the
person who signed the contract;
- letter from the Federal State Statistics
Service on the assignment of codes;
- an extract from the Unified State Register of
Legal Entities;
- consent to the processing of personal data (in
accordance with the form) (Appendix No. 5 to the
letter).

Applications:
1. Terms of reference from the annex to the TK;
2. Offer card (fill-in form);
3. Counterparty questionnaire (form for filling
out);
4. Consent to the processing of personal data
(fill out form).

This RFP procedure is not a tender and is not
subject to Articles 447-449, Section 1 of the
Civil Code of the Russian Federation;
This procedure is also not a public tender and is
not regulated by Articles 1057-1061, Section 2 of
the Civil Code of the Russian Federation;
Thus, this request for proposal procedure does
not impose an appropriate volume of civil
obligations on the Customer.
