The procedure for conducting the request for proposals in the B2B-CENTER system is determined by the Regulation of the B2B-CENTER system and posted on the official website.
Section 8 of the Regulation stipulates that the request for proposals is not a bid and is not subject to the requirements of Articles 447-449 of the Civil Code of the Russian Federation.
The organizer of the request for proposals has the right to choose the winner of the procedure, and to complete it, rejecting all incoming proposals.
