The tender is held to reduce the initial cost of the LSR put up for the tender (in Approl. 1.2. to the TZ)
In the commercial offer (Apt. 3) the Participant proposes a single reduction factor to the LSR, which will be fixed in the contract with the winner and applied in determining the initial price of the contract and in the later in the calculation of the final price of the contract.
